Determine how short the shorts should be and pin there.
Cut where pinned allowing extra material for the hem.
Hem shorts.
With excess fabric from the PJ pants, I made 10 flat ties.
Cut out a rectangle that would be 3/4 of the width around my chest area. Hem all 4 sides. Fold and pin the flat ties at an equal distance from each other on the short edges of the shirt. Sewed the flat ties and material together.
Thread the ribbon through the loop holes. Start from the bottom and work to the top of the tube top. Tie a bow at the top.
